We begin with inquiries from Tory Member of Parliament the panel's head, who oversees the group.

She commences by giving context to the leaked memorandum authored by Michael Prescott and published in a national newspaper.

"I do not desire the BBC tilting toward one side or the other, I simply desire it neutral, impartial and fair," he says.

Upon being questioned whether he thinks the BBC is institutionally biased, he responds: "No, I do not. To be clear, tons of stuff the BBC produces is exceptional - encompassing factual and fictional content."

But he adds: "There exists significant effort that requires attention at the British Broadcasting Corporation."

The second former external British Broadcasting Corporation specialist interviewed by the panel, Caroline Daniel, says she takes the BBC very seriously and that it operates a "continuous process and lively discussion" on dynamic and complex issues.

"Whether the BBC was prepared to conduct a thorough discussion and argument and act accordingly?" she reflects. "As I see it, indeed, they were."
